1003 Brigade Chief reports diminishing NPA’s influence in Davao Norte-Bukidnon hinterlands

The 1003 Infantry (Raptor) Battalion Commander, Colonel Harold Cabreros has reported that they are diminishing the influence of the communist New People’s Army in their area of responsibility (AOR) covering the hinterland areas in Davao del Norte, Davao City and Bukidnon.
As invited resource person, the brigade commander apprised the Davao del Norte Sangguniang Panlalawigan in session Tuesday on the insurgency situation and the strides that the brigade and its four infantry battalions have made since January this year until last month, September in its AOR.
Col. Cabreros reported that during the period, the brigade has put on the military’s Internal Peace and Security Plan (IPSP) implemented through the Bayanihan Peace and Development Outreach Program (PDOP) over two-third of the targeted 102 barangays and the inclusive sitios that were considered as NPA-influenced.
These areas are mostly concentrated in the hinterlands of Talaingod and Kapalong in Davao del Norte.
During the period, communist rebels belonging to NPA’s Guerilla Fronts 34 and 35 in the said areas have only 112 manpower force who staged six terroristic activities including ambuscades and arson, and made 12 armed engagements with the military forces that resulted to 26 fatalities to the rebel side, and only four including one lieutenant in the military side, he said.
Also, he added, the brigade also discovered and captured a rebels’ landmine factory located in the tri-boundary of Kapalong in Davao del Norte, Laak, Compostela Valley and Loreto, Agusan del Sur, and also captured a camp of the NPA’s Southern Mindanao Regional Command in Talaingod.
“Our PDOP deployment caused for the eight NPA surrenderees carrying their firearms to the government, and the villagers’ own unveiling of the rebels’ shadow government structures like in two sitios in Barangay Gupitan, Kapalong,” he said.
He informed that they were able to neutralize some 51 barangays and 43 sitios in Talaingod and Kapalong and neighboring Bukidnon hinterlands that are predominantly populated by indigenous people from whom NPA rebels before had gained support to their own agrarian revolution focused on ancestral domain.
He said that the brigade’s particular QUEPETAKA (Quest for Peace in Talaingod and Kapalong) project has been making successes to diminish insurgency, adding that it is aimed at realizing political stability and economic prosperity in the NPA-affected villages.
The project combines counter-insurgency and anti-terror military action and strategic approaches of IPSP Bayanihan that includes use of left-behind forces, organizing of barangay peace action teams, infusion of livelihood and community projects, CAFGU, and barangay information networking, among others, it was learned from Col. 1003 Infantry (Raptor) Brigade has its headquarters in Brgy. New Visayas, Sto. Tomas, Davao del Norte and under its wings are the 60th IB based in  Brgy. Sto. Nino, Talaingod, covering also Kapalong areas, the 69th IB in Brgy. Talisay, Panabo City, covering also the Paquibato, Bunawan and Malagos districts in Davao City, the 84th IB in Calinan, Davao City and the 68th IB covering San Fernando areas in Bukidnon.  (Rural Urban News/ Cha Monforte)
