OPINION: The dilemma of Kuya Cesar Cuntapay

Sept 3-9, 2014

HASHTAGS BREW

By Cha Monforte

The latest victim of riding-in-tandem assassins is a good man and leader- Tagum’s Barangay West Kapitan Niño Cutin. The Kapitan is still too young to die. Kap Niño was true to his name- he was emerging one of the niño bonitos among Tagum young and new breed of young and younger kapitanes, besides Magugpo South Kapitan Janjan Sator, Magugpo North Kapitan Nante Suaybaguio Robles, Magugpo East Ian Neo and Apokon Kapitan Kimboy Angoy. Visayan Village Kapitan Boy Labastida belongs already beyond the SK (Sobra Kwarenta). Kap Niño was supposed to have a good political future in the city. Peace-loving Tagumenyos are shocked and have been outraged over the new killing. Justice must be immediately served to the good and young kapitan.

Tagum City opposition Councilor Bong Aala is right to tag that the new Bingo within Totit terminal area in Tagum City is a form of gambling. The new bingo game appears to be just a kiddy game. But because the prize is money, and people joining it make bets, then it is gambling. These two elements make the new Bingo a gambling- obviously.

Some electoral aspirants would want their names first floated to test the water before they cross the bridge. Some others have declared and are declaring they’re running in the 2016 polls. My hats off to Board Member Neri “Nonong” Barte and to all others in Comval who declared to run for higher elective posts as early as January this year. At least, they’re frank if not honest compared to last-termer Mayor Aning Antalan, who said to me that the election is still far even if the truth is: it’s near for the incumbents who still have to perform, and it’s politics everyday. I mean, good politics. It’s important facet of our life. The pogi-point gracing of elected officials has been with us since their first day in office. Is ribbon cutting by officials not part of politics or an act within the realm of politics? Let’s stop kidding ourselves.

It’s Ber months now and thence. But for non-incumbent Kuya Cesar Cuntapay, my guess is he is still in dilemma over whether to run or not to run in 2016 polls. But he’s a true-blue PDP man. Something is brewing in his mind considering that it was him who first pushed for NoyBi (PNoy and Binay) in Tagum in the last polls. He is a political being. He should not be blamed if in the last hour he’ll run for a top post. Also, it’s him who ran as the vice mayor of Mayor Allan Rellon. Also, Dr. Fred De Veyra, who is now in his second term as a board member, doesn’t hide he’s running. But he is on the quandary over whether to join the Liberal Party or remain independent again. He wants to join the LP of Governor RDR but the door is still closed to him as of this writing. Just a reminder: whoever outsiders who would run for the BM post to fill up one LP slot in the district 1 should now be prepared to lose to BM De Veyra, who placed 4th in the last polls despite a well-oiled machinery all-wanting to defeat him even in pre-poll surveys.

On the other hand, Tagum City Councilor Doc Oca Bermudez confirmed that he and former City Mayor Cee O Uy have already talked about his running as Cee O’s vice mayoral tandem. So it’s a Cee O-Doc Oca tandem. I heard about an emerging Allan-Allan tandem. I don’t think so of the latter as he is known to chicken out later like what had happened before- before the official campaigning of the last

2013 polls. He might rest and go full A-T-T-Y.

Cee O is yet formidable mayoral candidate and he is comebacking. It’s former Councilor Oyo Uy whom Mayor Rellon had defeated by wide votes’ margin, 21,964 to be exact. Councilor Oyo only got 21,964 votes while the mayor got 32,528. Will that margin transfer to Cee O?

Even if ex-Mayor Cee O remains to be a man to beat, but if Mayor Rellon can further make accomplishments beyond the pogi ones, example-ending the cycle of violence and killings in the city, surely he’ll get the trust and confidence from greater number of residents who are now insecured of the sorry city’s peace and order situation.

If there are Allan-Allan, Cee O-Doc Oca tandems, what about for incumbent City Vice Mayor Boyet “Idol” Gementiza? Will he run for mayor, too? Or what if the business sector’s rumor that Gov. RDR would run for Tagum mayor becomes true? Idol Boyet as his tandem? Councilor Doc Oca said it’s farfetched the governor will run in Tagum. Former IGACOS City Vice Mayor Orly Amit said “malabo” as Gov. RDR is a registered voter of IGACOS. But the Gov has only land property in Samal Island (I donno yet if he has already a resthouse, bungalow or mansion there as I don’t hear from political grooves). It’s easy to transfer residence one year before the 2016 election. For one, his son Cong. Anthony “AGR” has his Bahay ni Kuya in Visayan Village, along the national highway, which could be claimed as a family domicile. But for sure, Gov. RDR is living in Tahanan sa Gobernador in the Capitol compound whenever he sleeps in Tagum, and he has length of living there from nights combined in his long stint as a governor for four terms. Just a side banter. But for de kampanilya lawyers of top politicians, the issue of residency is immaterial if their clients beat the Comelec deadline to register as voter of the place they intend to vote and run for elective position. Better yet they have to declare abandonment of the old domicile and live in new domicile of choice 1 year before the May 2016 election. The constitutional 1-year residency requirement is easy to beat from now until first week of May 2015. Declaring for new domicile and registering as new voter should not be beyond that date.

The PCSO said last week that it is putting up a PCSO satellite office in Davao del Norte considering its big volume of Lotto sales and the big number of people needing charity. The PCSO never said big volume of Last 2 sales.

TAGS & HASHES: A big event is coming in Tagum City on November 20-21 at Big 8 Hotel and it’s the 5th Mindanao Convention of Lawyers, informed a staff member of the IBP Davao del Norte-Compostela Valley Chapter….Our erratum- In our previous story “Aala opposes planned gas station inside Capitoll”, it’s not DAGOEMC which produce a title over a lot inside the Capitol compound but the Registry of Deeds during the term of its previous head.
