sept 19, 2013

Department of Public Works and Highways (DPWH)-11 Regional Director Mariano Alquiza said that non government organization (NGOs) have not been transacting with nor bidding in infrastructure projects contracted out by the DPWH.

“Merong mga kooperatiba na contractor but to NGOs wala,” he said in an interview.
He added private contractors are usually the ones bidding in DPWH projects through the years.
He said he could not also recall NGOs winning in bids for PDAF-funded infrastructure projects that DPWH-XI monitored.

He added that usually NGOs per full-blown news reports now dipped into PDAF-funded soft projects “na supposedly good in intent and purposes, pero naabuso lang.”

DPWH-XI this year has been implementing a total P7.2- billion national budget for regular infrastructure projects. It is a high 60-percent from last year’s budget of P4.5 billion. (Rural Urban News/Cha Monforte)
