oct 11, 2013

The COMELEC provincial director for Davao del Norte said that it is not violative to the election rules the act of a last-termer barangay captain to endorse and raise the hands of his chosen candidates for barangay captains and kagawads.

Provincial election supervisor Atty. Gay Enumerables said that the incumbent outgoing barangay captain has still his personal freedom to choose whom his candidates, adding that “personally he can” during the campaign period, which starts on October 18.
This applies, too, for incumbent city or municipal mayors and other elected officials.
She stressed that the barangay election remains to be non-partisan, and a party’s endorsement is prohibited.

Friday is the first day of the filing of certificates of candidacy for the barangay polls. The filing period runs until October 17. The campaign period is Oct. 18-26.  (Rural Urban News/Cha Monforte)
