SP confirmation to budget augmentation ordinances ‘counterproductive, redtape’

Despite the recent contrary opinion of the Dept. of Budget and Management, Davao del Norte PCL president and Boardmember Helario “Larry” Caminero vowed to continue advocating that budget augmentation ordinances of cities and municipalities do not need confirmation of the provincial board.

“How can you explain that say, in San Isidro (town), the municipal engineering department could not augment its depleting gasoline allocation from savings of other items without the confirmation of the Sangguniang Panlalawigan that takes 2 to 3 months (of passing the ordinance),” said Boardmember Caminero.

He said that the legislative process of having budget augmentation ordinances passed first the SP before it can be implemented is “counter-productive and redtape”

He said that the provincial government has long been losing a lot of precious time and money in allowing the old practice takes its toll for being “so bureaucratic”.

He particularly said that SP confirmation to an augmentation from savings and other items with the same expense class is no longer necessary since this has already been thoroughly reviewed in the approved annual budget.

He cited that a recent the Congress and the Supreme Court do not subject their augmentation budgets for confirmation by the Congress after the General Appropriations Act (GAA) was approved.

Two weeks ago Caminero called colleagues to stop the practice of approving budget augmentation ordinances.

The SP virtually disagreed with him but he wrote the DBM regional office seeking for a legal opinion on the issue.

Last week Caminero received the reply from DBM XI regional director Achilles Gerard Bravo who notified him that under existing rules and regulations of the New Local Government Code budget augmentation of the same expense class is still subject for review by the local chief executive or by the presiding officer of the provincial board.

Caminero said that he would abide with the DBM opinion but he said this would not stop him from advocating for his earlier call.

But reports said that in other provinces SPs have not been confirming augmentation budget measures from towns and cities. (Cha Monforte/Rural Urban News)
