Ex-Governor Jose “Joecab” Cab allero is veering towards running for the 2nd district congressional post against first-termer Congressman Rommel “Bobong” Amatong even as yesterday the former Compostela Valley governor still insisted he has still an “either for governor or for congressman” option.

Pundits have speculated that when Caballero recently took his oath as the 2nd district chairman of the Liberal Party in the province and has been reportedly forming a lineup of candidates for boardmembers is signalling he would be taking the congressional run option.

Meanwhile, Atty. Jaime “Jun” Lopoz Jr, who is running for congressman, also took oath the other day in LP Manila headquarters as the first district chairman of LP in the province debunking reports that controversail ex-police officer Cesar Mancao, also a congressional candidate, got the district’s LP chairmanship.

Boardmember Maricar Apsay, daughter of last-termer Cong. Manuel “Way Kurat” Zamora, is also running for congress.

Last Sunday Mancao along with actor Cesar Montano made a motorcade of at least 50 vehicles across five towns in the first district except the highland Maragusan. The motorcade bannered yellow color as Mancao and his supporters wore yellow shirts with LP logo and letters and face of presidential candidate Senator Noynoy Aquino.

Reports said that Mancao’s membership application to LPwas junked by the party’s national directorate as he was accordingly “close to the Arroyos”.

Caballero’s final filing of candidacy for congressman would leave reelectionist Governor Arturo “Chiongkee” Uy unopposed in the forthcoming 2010 election given the absence of good gubernatorial material except Caballero.

Miss Universe 1973 title holder Margarita “Margie” Moran-Floirendo has taken her oath Monday as new member of the Lakas-Kampi-CMD and declared before a crowd of political leaders in Davao del Norte that she is “presenting (herself) to help and be of service to the people in the whole province” by running for governor.

During the mass oathtaking of some 100 new members of the administration party chaired by Rep. Anton Lagdameo (2nd District) in Tagum City , the beauty queen said: “I am willing and excited to join with you in the coming campaign”.

Moran-Floirendo, 55, wife of former Rep. Antonio “Tonyboy” Floirendo Jr, has reportedly the full backing of the Floirendo family including banana magnate Don Antonio Floirendo Sr., owner of the mammoth Tadeco banana exporting firm.

She would square off with reelectionist Governor Rodolfo del Rosario, who last week jumped ship to Liberal Party from the administration party, in what observers said to be a battle royale between strange clanmates. The governor,75, is an elder brother in law of Margie’s husband Tonyboy.

Both the influential Floirendo and Del Rosario families had been reported to have been in “family feud” that erupted beginning in the last 2007 polls when the governor, who was then the Secretary for the New Government Centers under the Arroyo administration, ran for governor when Tonyboy was supposed to be the pick of the Floirendo clan while the governor’s son Anthony Rafael, then the vice governor and his father’s choice for governorship, slid down not to run.

Del Rosario had been acknowledged as the right hand man of Don Antonio in developing Tadeco, the country’s biggest banana exporter. Tadeco’s sprawling plantation straddles across numerous barangays in at least three towns in Davao del Norte and is recently reported to boost at least 25,000 votes from families dependent on the livelihood to Tadeco.

But Moran-Floirendo refused to be dragged on the issue of family feud saying: “It’s immaterial, (Gov. Del Rosario) is Tonyboy’s uncle. I have no pain in my heart to run against him. I’m not here as politician, and I want to present myself to the people to give time to serve. In democracy there’s always the opposition.”

She said that election to her is no strange thing saying that before the breaking up of the erstwhile undivided Davao del Norte into two provinces with Compostela Valley in 1998 she had been personally involved in campaigns supporting Del Rosario each time he ran for elective post.

She added that although her running for governor is her “first political experience” she said that she felt confident that given her long experience with the civil society and nongovernment organizations in wide range of advocacies and services such as on environment, gender, housing, peace and development could give her “good agenda for good governance”.

“The doors are just open and because there’s a vacancy in the governor’s position…the last thing I know after those civil society engagements that allowed me to reach to as far as Central Mindanao is how can I now help the province. I feel need to do something here,” Moran-Floirendo further said.

For his part, Rep. Lagdameo, who administered the oath for the new Lakas-Kampi-CMD members in the province’s District 2, said that Margie’s running has nothing to do with family feud, adding: “A family feud is a family feud between us, it should not be included in the affairs of the province”.

He said that since Del Rosario left for the opposition, “we have to complete our line up as the deadline (in the filing of certificates of candidacy) draws near and we have to put someone whom we know who can best run the province”.

NEWS: Gov. Chiongkee, Comval incumbents stick to Lakas, Gibo

Compostela Valley Governor Arturo “Chiongkee” Uy and the rest of incumbent officials under the political aggrupation Uswag Comval have finally decided to stick it out for the administration’s Lakas-Kampi-CMD Sunday evening in final minutes during what could be described as intense political meeting called for to choose who should be their presidential candidate.

In a closed door three-hour meeting held at Miko’s Brew coffee bar in Tagum City, the group decided as “final” to remain with the administration party and support the administration party’s standard bearer Gilbert “Gibo” Teodoro, confirmed Uy in a text message.

The meeting was attended by first district Cong. Manuel “Way Kurat” Zamora , second district Cong. Rommel “Bobong” Amatong, Vice Gov. Ramil Gentugaya, municipal mayors and vice mayors except Monkayo Mayor Manuel Brillantes Jr and his Vice Mayor Avelino Cabag.

Midway in the meeting Laak Mayor Rey Navarro, in an interview, said that the group was “divided” in that Cong. Amatong and several mayors were for Teodoro, as the governor and other mayors rooted for Senator Manny Villar of Nacionalista Party while Cong. Zamora “would side whoever the governor would decide to support” . Sources said that the name of Senator Noynoy Aquino of the Liberal Party was also entertained.

Close to 9 P.M. and about 45 minutes before the meeting ended, Amatong was seen hurrying to leave from the venue.

Sources said that the group then ended up into voting where the administration’s bet emerged to be the choice fearing a break up of Uswag Comval.

After the meeting, Navarro said “it’s final for the sake of unity we go for Lakas and Gibo”, while Mabini Mayor Hajji Amir Munoz said “we agreed that nobody would leave Lakas”.

Uy said in text message that he had already discussed the issue with Mayor Brillantes in a lunch with him Saturday and that the latter agreed to abide with the group’s collective decision.

Earlier, the governor has been much talked of by pundits to be rooting for Villar than with Teodoro although he was reported to be not closing the door to the Nacionalista Party or Liberal Party if ever they would not remain with the administration party citing that “both parties have the firepower needed for the elections.”

Meanwhile, in separate interview, former Maco Mayor Miller Alaba, who said he is an ardent fan of former President Cory Aquino and presidential candidate Noynoy Aquino, said that “Gov. Uy’s act of going down under his partymates is so humbling and endearing to me”.

Alaba said that while he would go for the opposition he would support Uy and would not support this early former Gov. Jose “Joecab” Caballero who has been reportedly forming slates under the opposition, possibly swooping down to get the vacant NP now for either a gubernatorial comeback or a renewed congressional run.

The recent support the Uswag Comval has at least boosted up Teodoro in the province despite that he is far trailing behind in local surveys reportedly made by local politicians while Aquino has remained to rank number 1. (By Cha Monforte/Rural Urban News)

Island Garden City of Samal Vice Mayor Orly Amit has confirmed that he would be running under a “yellow group” against reelectionist Mayor Aniano Antalan saying that the island “deserves to have another one” and “considering the mayor’s age and health condition”.
Amit, a first termer vice mayor, speaking in yesterday’s Kapihan sa Kapitolyo media forum at the media center in Capitol, Tagum City, said claimed that an ealier meeting attended by former 2nd District Cong. Antonio “Tonyboy” Floirendo Jr and Cong. Anton Lagdameo and some island political leaders had drewn out a consensus of having him run as city mayor “in tandem with Antalan”.
Antalan, Lakas stalwart, could not yet be reached for comment at press time.
The vice mayor said that he had been running in previous polls as opposition bet and that while he won in the last polls as Kampi candidate over the candidate supported by Floirendos, he still maintained his “respect to the Floirendos”.
The Floirendos with Lagdameo are traditionally acknowledged to be District 2 political kingpin with their mammoth Tadeco plantation in Panabo and Sto. Tomas towns commanding at least 25,000 votes.
“I thank for the Floirendos but I need to listen to the voices of the people… It’s hard to refuse people who are millionaires, I maintain my respect to them, but people in the island clamor for change,” Amit said.
Amit’s declaration that he would be running under a “yellow group” has fueled speculations among observers in the province that the Floirendos would be girding into a polical fight comes election time against Governor Rodolfo del Rosario, who on Wednesday jumped ship to Liberal Party.
A mass oathtaking of District 1 political leaders led by Gov. Del Rosario to the Liberal Party took place in Tagum City Wednesday with vice presidential candidate Mar Roxas officiating. Tagum City Mayor Rey Uy also took his oath as new LP member.
Sources said the LP oathtaking for the District 2 would come next.

As this developed, the Lakas-Kampi-CMD in the District 2 would accordingly have its oathtaking of members today at Carmen town, after which they are expected to attend attend in the birthday bash of today’s celebrant Tadeco’s grand old man Antonio “White Hair” Floirendo Sr.
Earlier, Cong. Lagdameo reminded incumbent officials in the 2nd District in a meeting that they would be sticking it out with the administration’s Lakas -Kampi-CMD and its presidential bet Gilbert “Gibo” Teodoro.
Observers have speculated that both the Floirendos and Del Rosarios, who position as District 1 kingpin, would put up their respective lineups of candidates in the municipal and provincial levels including the congressional slots against each other in the two districts in what could appear this early as a feverish Lakas vs. LP encounter in the coming 2010 polls. The Regional Trial Court Branch 3 has issued an injunction stopping the implementation of the P90-million bond flotation of the local government of Nabunturan, Compostela Valley.
RTC Branch 3 Executive Judge Hilarion Clapis Jr in his decision, released Wednesday, in the Special Civil Case No. 898 praying for injunction with application for writ of preliminary injunction stated that his sala finds that the three complainants, who are town residents, “have sufficiently established the existence of grave damage and irreparable injury to justify, albeit provisionally the restraint of the act or acts complained of in this the bond flotation scheme.”
Temporarily enjoined not to make any act relating to bond flotation pending the decision of the case on the merits are Mayor Macario Humol, Vice Mayor Romeo Clarin and town councilors Darwin Tan, Eduardo Minosa, Vivencia Secuya, Cheryl Trinidad, Iluminida Cabuga, Felipe Masambo and Sangguniang Kabataan representative Jennifer Gamao.
The officials have been wanting to raise P90 million by selling government bonds to the public to fund for the construction of a “mall-like” public market building to replace the old market building razed by a fire four years ago.
Complainants were Charlie Monforte, a journalist, Emilio delos Reyes, a president of a parent-teachers association and opposing Councilor Alfonso Tabas Jr.
They charged in their complaint that the bond flotation enacted by Municipal Ordinance No. 2008-10 “is clearly oppressive and grossly disadvantageous which if not repealed will result to great wastage of taxpayers’ money, dissipate the coffers of the Local Government Unit and importantly displace hundreds of market vendors from the said facility resulting to loss of income. loss of jobs and grievous economic injuries to ordinary citizens of Nabunturan”.

The respondents filed a motion to dismiss last February citing lack of jurisdiction and lack of cause of action, but complainants filed opposition to it following hearings where regional officials and experts from Dept of Finance and Dept. of Budget and Management and Local Finance Committee officials were summoned to testify as resource persons.
Monforte and Delos Reyes were also complainants of a separate graft complaint filed at the Office of the Ombudsman for Mindanao last August.
In that complaint, the two charged that the same respondents have allegedly failed to conduct public bidding in the hiring of the bond flotation’s financial adviser-consultant Preferred Ventures Corporation, a Makati-based firm.
They claimed that even without the “legislative enactment, ordinance or resolution to hire a financial consultant and advisor for the municipality’s infrastructure project, Mayor Humol proceeded to enter into Memorandum of Agreement with Preferred Ventures” and “(it) became an automatic financial consultant/advisor without passing through the bidding procedure as required by law”.

NEWS: Movement for Change in Comval D1 launched, endorses Lopoz for Cong

The Movement for Change (MFC) in the District 1 of Compostela Valley has been launched and its convenors strongly endorsed the congressional bid of Atty. Jaime “Jun” Lopoz as its “chosen alternative leader who can ably represent for the ideals and principles it advocates to bring first, change in the brand of politics in the district”.

“The great challenge of the people in our district now is to how to propagate the politics of change as replacement to the politics of the few, politics of promises and politics of tradition and patronage,” said Virgilio Iligan, a pastor in New Bataan during MFC’s launch Saturday at RTR Building in Compostela town.

“Let’s get serious in treating elections. It’s not good to give fun to it, and for all we know the promises of politicians after they were elected have not yet reached to our barangays until now that we’re already near to the next elections,” said Rading Velayo, also a pastor from New Bataan.

The group pinpointed that the province despite being so rich in agriculture and gold its people badly reel from the leading problems of hunger, poverty, unemployment, lack of opportunities for livelihood and education.

“In the field of politics, what emerge now is the traditional politics and politics of the few. Our people have been made to be used to the politics of entertainment mixed with patronage politics,” the MFC convening manifesto stated.

“A few want to control political power and they maneuver that no one will fight against them in the coming elections. They want to monopolize political power while political dynasty-making is being pursued. In their bid to retain and control political power, the few use money, temporary services, influence, threats, intimidation and armed coercion. They want to enchain the people to their political decision,” the MFC manifesto stated further.

At least 50 leaders from various sectors converged and adopted the the MFC’s three core principles consisting of volunteerism, standing up for change and right to elect.

In response, the group vowed to work and campaign for the “politics of change” that addresses the leading problems of hunger, poverty, unemployment, lack of opportunities for livelihood and education.

MFC lead convenor Bonifacio Rivera said that they would have to actively campaign to gain thousands of volunteers across sectors and barangays districtwide ”for the ‘lider sa pagbag-o’ si Atty. Jun Lopoz”.

The group is targetting to bring to MFC’s fold the youth, women and mothers, farmers, labor, workers, small businessmen, miners, professionals, religious, non-government and people’s organizations, agrarian reform beneficiaries, drivers and operators, teachers, senior citizens and community leaders. The controversial former police officer Cesar Mancao has confirmed yesterday he is running for Congress in the first district of Compostela Valley putting ahead for now the district’s congressional race in 2010 into a three-corner fight.
Three weeks ago Atty. Jaime “Jun” Lopoz Jr, a former graft investigation officer of the Ombudsman for Mindanao, declared he would square off with Boardmember Maricar Zamora-Apsay of the administration party since no one had declared to fight with Apsay after Vice Gov. Ramil Gentugaya backed out and “to give meaning to election and to the right of the people to choose and elect their leaders”.
But yesterday Mancao, in an exclusive phone interview with this writer, joined in saying in vernacular, “(his running) is for the people, not for personal money-making, and not for dynasty-making” in apparent potshots to last-termer Congressman Manuel “Way Kurat” Zamora, father of Maricar.
He said that as far as he knew of the say-so’s from people in Manila and outside the province, Compostela Valley has been identified to have a congressman “nga taga buhat lang ug balota, taga silhig lang sa salog (who only carried ballot boxes, and who swept the floor” in reference to the past scene-stealing acts of Zamora inside Congress that were caught by the national media.
“Demeaning na kaayo to sa iyang posisyon, nagpa kiko-kiko, napersonal na kaayo ang iyang posisyon ug dili na para sa kadaghanan (It was so demeaning to his position, he made himself a joker, he made his position too personal and no longer for the many),” Mancao took a swipe to the outgoing congressman.
“I want to help the people in my district, in their crusade for development,” he said.
Asked on what political party he would run under, the ex-policeman said that presently he still has many negotiations with parties who could help him and he is also making “right connect” in various national political leaders and parties in Manila.
He added that getting a voice through Congress could be a “solution to his problem now” in getting entangled in the double murder Dacer-Corbito case.

Miindosar na ang klase-klaseng sektor ug lideres kang Atty. Jaime “Jun” Lopoz Jr nga modagan pagka-Kongresman sa Distrito 1 sa Compostela Valley human sa mga konsultasyon ug pulong-pulong nga gipahigayon sa mga volunteers sa abugado.

Ang miindosar sa pagkandidato ni Atty. Jun inisyal nga gilangkuban sa mga agrarian reform beneficiaries ug farmworkers, mga labor unions, banana growers, mga mag-uuma ug ilang mga kooperatiba, mga kabatan-onan, mga pastor sa nagkadaiyang relihiyon, purok leaders, ug gani ubay-ubay na ka mga barangay kagawad ug barangay captains partikularmente sa lungsod sa Monkayo, Compostela ug New Bataan nga miindosar usab.
