NEWS: Only P9 under flexi fare ordinance for tricycles

TAGUM CITY- Under the newly proposed flexible fare ordinance, the motorcycle fare at the current gasoline prices above P50 per liter would only be P9 and not the present P10, which was effected just two weeks ago.

City legal officer Roland Tumanda said that under the proposed flexi fare ordinance the P9 fare would be effected if gasoline prices would range P50 to P59 per liter.

He said that the proposed flexi fare ordinance was come up and initiated by Mayor Rey Uy, whom he said has heard and felt of the widespread complaints of the riding public in the city after the delayed implementation of the latest fare increase ordinance.

Atty. Tumanda also said that under the proposed measure it will be already the City Tricycle Franchising and Regulatory Board (CTFRB) which he currently chairs which would adjust the tricycle fare from time to time depending on the current prices of gasoline, and thus tricycle fare adjustment would no longer need the lengthy cycle of  legislative process that reaches up the provincial level including public hearings.

On Monday session of the City Council, the new measure passed the first reading and was referred to the committees of laws and of public facilities.

Vice Mayor Allan Rellon said that today the committees will meet to tackle the executive-initiated measure.

Under the proposed ordinance entitled “An Ordinance Imposing the Regulation of Fare Rates of Motorized Tricycles for Hire (MTH) of the City of Tagum” fare rates would vary based on the set schedule.

If gasoline prices per liter (gpl) range P20 to 29.99 it will have P6 for regular fare and P4 for student or senior citizen; P30 to P39.99 gpl- P7 regular fare, P5 student/senior citizen; P40 to 49.99 gpl- P8 regular fare, P6 student/senior citizen; P50 to P59.99 gpl- P9 regular fare, P7 student/senior citizen; P60 to P69.99 gpl- P10 regular fare, P8 student/senior citizen; P70 to P79.99 gpl- P11 regular fare, P9 student/senior citizen; P80 to P89.99 gpl- P12 regular fare, P10 student/senior citizen; P90 to P99.99 gpl- P13 regular fare, P11 student/senior citizen; and P100 and above gpl- P14 regular fare, P12 student/senior citizen.

The Tagum City Government must let its axe fall now so that, proverbially and immediately, heads will roll down from whoever have condemned the life and future of a young coed in one of the colleges in Tagum City already to perdition and put the honor of her family and relatives in the deep, dark quagmire.

In this video sex scandal, that strikes much the hearts and minds of foremost the parents, especially the mothers who nourished, cared and protected their daughters while they were still on the wombs, “Baby”, the pretty young coed was first victimized by a foreigner chatmate-friend usernamed “Cled”, and doubly victimized by the video taking criminal/s.

We pity “Baby” so much for expressing uncensored and fetish innocence on the command and at the pleasure of a prodding foreigner boyfriend, who has ostensibly lured the pretty coed who is so innocent about the stealth and crimes wrecking havoc and unbridled against privacy, life and future in the cyberspace. Truly, in the age of the Internet we’re in already in a Naked Society that our privacies can just be intruded by use of high technologies at the command of the criminal types of techies, programmers, hackers and their funders.

We are most interested to hear on whether those among the internet cafes in the city have installed this so-called remote access applications that can espy on the activities of their paying users. The charge that Tagum sex video scandal was recorded inside one of the internet cafes in the city using this kind of software is serious and is not only giving mischief to the ones who pay for their hourly rates but also violating the city’s ordinance on internet café regulation as well as laws protecting privacy and the rights of women.

We already heard of the statement of the Internet Café Association of Tagum (ICAT), but while condemning the incident is one and belittling it as an isolated incident is another, but these could not compensate for crime that reaches the scale of the heinous in secretly recording a stripping innocent one, who is countryman of their own, before a sex-maniac foreigner knowing that merely possessing a video of it is already risking the life and future of a young Filipina given the implications of its potential spread to cellphone and cyberspace technologies.

We are not yet accusing here as city authorities are still closing in on for their probe, but most probably the sex video clip of “Baby” was recorded in one of the internet cafes in the city by someone, given that café internet themselves have put up firewalls and deep freeze technologies that blocks and kills viruses, hackers and remote access intruders.

We further say to tell it to the marines the call to stop the further the spread of Tagum sex video as internet café owners themselves pretty know well that a sex video clip once this is uploaded and shared to pornographic sites owned by who else but the satanic maniacs it sticks there til eternity. In this Internet era without bounds and barriers, an upload of one triggers millions of downloads worldwide and it spreads in unknown scale and intensity to thousands and millions of cellphones. While there’s yet no international protocol that sanctions for deletion of files in an Internet populated by billions of websites, against these high technologies, “Baby” is totally helpless in preventing her own sex video from further spreading.

The city government has its own Information Technology department as well as the provincial government can beef up its own IT people to immediately deploy now, based on the city ordinance, to conduct inspection of all the computers in all internet cafes in the city to find out whether remote access applications have been installed, and trace its marks in program files, cookies and logs while from among them they could not yet reformat  and re-install programs in the hard disks of their computers.

The monitors and the police on the other hand should look for the similarities of the settings in the internet cafes as to the physical leads shown in the cubicle used by “Baby”.

Councilor Joey Millan has a point in saying that the city council needs to re-visit the city ordinance on internet café regulation for an amendment.

NEWS: “ANTI-URBAN POOR” SUAYBAGUIO PROPOSED ORDINANCE DEFENDED

Tagum City Councilor Nicandro Suaybaguio Jr. has defended his proposed ordinance stopping urban poor housing for five years, which critics charged as “anti-urban poor”.

In an interview with Sidlak, he said that on the contrary his measure “is meant to protect the welfare of the urban poor”.

With the measure, Suaybaguio has already drawn critics including Davao del Norte 1st District Cong. Arrel Olano.

He said that he came up with the proposed ordinance to protect the urban poor from being

“taken advantaged of” by their unscrupulous leaders and “to put order” to the urban poor housing projects that he said have been suffering of “low occupancy” along with the underdevelopment of some 31 urban poor housing sites in the city.

He said that about a half of these subdivision projects for the urban poor have only about 60-percent occupancy.

Suaybaguio added that existing urban poor subdivisions are usually suffering from lack of basic facilities and services such as access roads, drainage, water system, electricity and others.

He also bared that substitution of rights on lots made by unscrupulous urban poor leaders in many of the sites ended the lots supposedly intended for the poor at the hands of moneyed people.

But other sources told Sidlak that Suaybaguio’s proposed ordinance is actually giving “undue bias and advantage” to rich real estate and housing developers in the city.

The proponent said that from 15 years of deferment on the issuance of accreditation and approval of development plans to urban poor associations in the city he has reduced it to 5 years after making consultations with various stakeholders including shelter-involved national government agencies, CMP originators and the urban poor federation in the city.

He said though that his ordinance may not reach 5 years in implementation saying that the deferment could immediately be lifted as soon as the urban poor housing sites having low occupancy could reach to about 95-percent occupancy.

Suaybaguio’s legislative measure will however cover all new applications of urban poor associations and particularly exempted from coverage 11 urban poor homeowners associations, which will be given a maximum of one year to process their necessary requirements and permits.

He also bared that he is also working out the city’s local housing code which he will submit by December.

Suaybaguio is up against the thrust of the national government in helping the urban poor acquire lands but leaving them at the mercy of politicians in developing these with adequate facilities and services.

His measure, he said, aims to develop the existing urban poor communities adding that this in line with the thrust of the city government to provide decent housing units and fully developed resettlement and housing for the informal settlers and marginalized residents in the city.

Tagum’s own sex video scandal

Two special events happened yesterday- one the tough act of the Tagum City Council and second, the birthday of Davao del Norte Governor Rodolfo del Rosario. The first one was peppered by heavy doses of debate and hues. The other was a happy one- cheers!
We cheer though more for the first for having at least three sub plots or storylines on the burning issues of the day: nematicide’s proposed banning, which was killed anyway as the majority go for regulation, the LTO’s new motorcycle policy that seeks to fine those wearing the unprescribed helmet with P1,500, and which wants only to have one backrider and no cargo; and the Tagum’s own sex video scandal.
But of these three sub plots in yesterday’s edition of the City Council session it’s the topic of a sex video of a young female student from one of the city’s schools that intrigued if not horrified Tagumenyos most.
Sidlak had first tipped about an instance of a breast exposure made by what appeared as a coed in one of the internet cafes adjacent to a girlie videoke bar in the city two weeks ago. On cover of the semi-enclosed cubicle, she was chatting with a foreigner who might be doing a Father Damaso while Santa Clara Marias were taking their bath in a lucid rivers as vividly described in our national hero’s Noli Me Tangere. Now we have this sex video seasoning us on the first day of the first Ber month (which had a mall already playing up Yuletide music yesterday).
From initial information given by several city councilors yesterday, it appeared that the sex video has either of the two ways in its ultimate production.  The sex video was indeed spliced up, with the moving face of a chatting girl, who might not be baring after all, and put over on the head of another animation clip of a woman who bares while chatting (or is this a webcam scandal?). Pending the seeing of this reported clip, it is not yet clear what gadget is used to tape the girl on video- a webcam, cellphone with cam, digicam or videocam?
Clips of these can easily be converted to cellphone file formats or uploaded to Internet free pornographic and video sites such as the popular youtube. Various video file formats downloadable from the Internet and readable by movie and music players in a computer can now be easily converted to file formats and extensions readable by cellphone, and vice versa.
The city councilors may intrude into the techie and unabashedly free nitty-gritty of this high technologies spawned by the Internet and computerization, which is good for their learning to craft a good legislative measure to protect our young, women and their children.
But Councilor Joey Millan has also good proposal of revisiting once more the city ordinance regulating the operations of internet cafes.
There are grey areas that they can fix for the amendment of the internet cafe ordinance, like those pertaining the semi-enclosed cubicles, the locational issue of internet cafes operating side by side or neighboring girlie videoke bars, and the possible inclusion of “one caught in the act” violation which might mete out an automatic closure of the violating internet cafe unless and until a heavy fine is made. There are more issues which an inquisitive City Council can ferret out to put the ordinance on the discussion board and amend it for good in keeping abreast with new trends and realities on the ground, and in correcting weak and failing provisions of local legislation. The Tagum City Council yesterday moved posthaste to probe on the reported “Tagum sex video” which is accordingly showing a young female student from one of the schools in the city baring herself in cyber sex.

In a privilege speech, Councilor Maria Lina Baura tipped her colleagues in session that a friend of her had recently received in the latter’s cellphone of a 20-minuter “sex video” which accordingly happened in one of the internet cafes in the city.

She said that the video clip is now being pass around from cellphone to cellphone.

But ABC President Alfredo Pagdilao, who said he had already seen the clip, hinted that it appeared that the clip was spliced to show the face of the slim girl having a different and larger body.

Pagdilao added that in his own probe he had already located the residence of the girl whom he said had already moved out from the city.

Vice Mayor Allan Rellon, co-chair with Mayor Rey Uy in the city’s Internet Café Accreditation Board (ICAB) said that the immediate convening of the board is in order to probe on the sex video and asked councilors to possibly pass an ordinance meting out penalty against makers of pornographic videos.

Mayor Uy issued last year his Executive Order No. 42 creating the ICAB, which counts its members from internet café operators, academe, Tesda, and some city departments and pertinent Sangguniang Panglungsod committees.

Although the reported involvement of one of the internet cafes in the making of the said sex video has yet to be probed on, but Councilor Raymond Joey Millan told colleagues it is high time for them “to revisit” the City Ordinance 227 on internet café regulation enacted two years ago with him hinting an amendment to it.

Councilor Rey Salve, on the other hand, moved that the city council investigation should be confidential to protect the identity of the girl involved in the sex video.

He said he also learned of reports about minors going to the internet cafes during school hours.

Exposing the local products or services that have potential to be bought or availed in a wide market is a challenge of every local government in the region. A budget for this is therefore in order, whether or not LGU officials have stake on the products or services to be included in the exposition.
