BIR Davnor-Comval overshoots P79 M revenue deficit

TAGUM CITY- Regional District Office 112 of the Bureau of Internal Revenue covering Davao del Norte and Compostela Valley provinces has overshot its revenue deficit reaching to P79 million since March this year upon the assumption of new revenue district officer here.
“We have impressively surpassed our deficit as we streamlined our RDO to make it efficient in serving our taxpayers, avoiding delays and as our collection agents double their efforts,” said Sarapudin Guro, one of 21 revenue officers of RDO 112 and designated media relations incharge.
He attributed this recent accomplishment to the “no-nonsense management that nurtures harmonious relationship with taxpayers and reforms” pushed by his Revenue District Officer Ester Palala, who assumed office last March 23.
Before Palala’s present tour of duty, she was the district revenue officer of RDO 98 of Cagayan de Oro City after serving thre RDOs in Ozamiz and Gingoog cities.
Guro likened the RDO 112′s surpassing of revenue collections to what Palala accomplished in surpassing the BIR RDO 98′s P300-million deficit within three months time in 2005.
“She rose from the ranks, at alam niya ang hinanakit ng mga taxpayers sa pagbayad ng buwis at sa pakikisama sa mga taxpayers dyan siya magaling (she knows the complaints of the taxpayers when it comes to paying taxes, but it’s in establishing bond with the taxpayers where she’s best),” Guro said adding that they have been pushing a working principle to RDO 112 personnel of “helping taxpayers, since by doing so the taxpayers will help the government in return.”
Meanwhile, Davao del Norte topped throughout the region with some 50 businesses padlocked due to the Oplan Kandado campaign under Revenue Memorandum Order 3-2009 which sanctions temporary closure of erring establishments due to various violations to tax laws such as underdeclaration of gross sales, non-payment of value added tax (VAT), non-registration of business and non-issuance of receipts.
It was also learned that Palala worked since June in tandem with BIR regional director Atty. Perfecto Arañas in serving closure orders to erring businesses in the region.
Recently, the Philippine Institute of Certified Public Accountants (PICPA) has also conducted an independent evaluation of RDOs as commissioned under the Civil Service Commission’s Handang Maglingkod program.
“PICPA which is usually inquisitive to BIR perfomance found out that RDO 112 is proving to be a topnotcher among RDOs nationwide in public service performance,” Guro said. (Cha Monforte/Rural Urban News)
