The usually much unknown confidential intelligence fund of one local government unit in Davao del Norte was otherwise “bared” when it became a part of the business of the day in the other Monday’s session of the Sangguniang Panlalawigan.
For Kapalong Mayor Edgardo Timbol, for this year he has P3,159,159.90 fund to disburse. The municipal resolution just made it operative while the excess amount of P246,981.01 can be utilized subject to the approval of the DILG..
The intel fund, just popularly called I.F. (ay-ip) by those in the know is usually not seen in executive and annual budgets of local government units as budget officers only stated its usual mother fund, the Peace and Order Fund. If at all, it has only a descriptive statement of the fund without corresponding amount.
Often, the IF amount is left it to those who know how it is derived: “either 30 percent of the Peace and Order Fund, or 3 percent of the total annual budget, whichever is lower”.
The IF is tagged though as a good source of kickbacks of local chief executives who have the power disburse and spend it. (Rural Urban News/Cha Monforte)
