RDR: “Di na dapat politikahin ang PCL election”

“Alan just wanted to express his views”

Talking for the first time with the Valley & City Chronicle after his arrival from United States, Davao del Norte Governor Rodolfo on Monday evening told unnamed personages associated with winner provincial president of the Philippine Councilors League Janrey Gavina they should not have played bad politics in the last PCL election of officers.

“Hindi na dapat politikahin pa nila ang selection of councilors,” the governor said in his post-PCL election commentary.

He commented that as to what Boardmember Alan Dujali did in connection with the PCL election, “Alan just wanted to express his views” with the thought that “the PCL is just like a fellowship club or group of councilors”.

He said that it was better that the councilors would have been “left to decide on their own, each member of PCL without spending a lot of money”.

He said told though that he has just arrived the other Monday and “I don’t know what really happened” although he heard about unsavory reports in connection the PCL election, “about vote-buying, et cetera”.

“Well, it’s not yet clear to me (what went on),” he said.

The governor recalled that days before the PCL election last August 13 he called the mayors in District 1 for a meeting and “asked them whom they wanted to see come out from the election” and “they indicated they wanted (reelectionist) Larry (Caminero) continue to be the PCL president”.

“Di ato na lang suportahan while I don’t know really kung sino ang pa ang tatakbo,” the governor recalled telling the District 1 mayors including Tagum City Rey Uy.

Then, he added, “I asked Mayor Uy na siya na ang mag-ayos sa iba para di na sila magkagulo” since that day he was already leaving to Manila to prepare his travel to California to visit his son District 1 Congressman Anthony del Rosario who is still currently on treatment by the Stanford Cancer Center.

The governor also narrated that during the actual PCL election day, he left early the election venue at Lakan’s Place Hotel to catch his flight schedule in the afternoon, and “it was only in Manila that I heard that Larry lost by 1 to 2 votes.”

It can be recalled that District 2 Congressman Anton Lagdameo, who supported Gavina, who was also present during the PCL election, held on to his seat until the election results were known.

Meanwhile, Boardmember Dujali told inquiring reporters that he was supposed to make his privilege speech last Monday’s session but had chosen not to proceed because of the arrival of an important visitor from Luzon who sought for a close-door meeting with the boardmembers and Vice Governor Victorio “Baby” Suaybaguio Jr.

Dujali four days after the PCL election delivered a privilege speech and raised the issue over “envelopmental politics” that he tagged as the cause of the betrayal and defeat of reelectionist Caminero and ultimately to the betrayal of Gov. Del Rosario by unknown LP councilors particularly from District 1 and Tagum City.

On the next session on August 23, Dujali was responded by Boardmember Janet Gavina who in her own privilege speech called him at one time to be “sour-graping” in obvious defense to her son Janrey, who in turn denied over the media he did not engage in vote-buying to win and get his post.

Sketchy reports said that the buying price of targeted councilors ranged from P5,000 to P20,000, and that three paper bundle wrappers for P1,000 bills were swept from Room 17 of Lakan’s Place Hotel, one of the rooms occupied by councilors sleeping on the night of August 12 before the next day’s PCL election.

When the last Monday’s privilege hour came, there was none who stood up and following shortly was the question hour when Vice Gov. Suaybaguio recognized the presence of La Union Boardmember Henry Bacurnay Jr and company.

The vice governor immediately informed the body on the need to make a close-door question with the visitor and his company, and called for a recess to allow boardmembers to transfer to nearby Sangguniang Panlalawigan conference hall.

The closed-door session lasted for about 30 minutes.

The Valley & Town Chronicle later learned, in separate interview, that Bacurnay was in his Tagum-leg in his visits to Regions 9, 10 and 11 to campaign among boardmembers in the areas in view of the upcoming national PCL election by November.

“I’m tryng to reach out provincial legislators in the region since the PCL national election is talagang bakbakan, nakakapagod, magastos. I just have passion to serve the league,” he said.

He said that the PCL national has already bought a condominium in Manila and he wanted to make it the transient lodging house of councilors from the provinces when they are travelling to Manila, than making them stay in expensive hotels elsewhere.

BM Dujali absent in Monday’s session

Davao del Norte Boardmember Alan Dujali of Panabo City was absent in the last Monday’s regular session of the Sangguniang Panlalawigan giving dismay to those awaiting him to deliver the privilege speech he promised two weeks ago that he would bare about the alleged vote-buying that preluded the Aug. 13 election of provincial officers of the Philippine Councilors League chapter in the province.

The reason of Dujali’s absence could not be immediately known, although earlier he had bared that that “some of (his) friends” were putting so much pressure to him not to proceed with his promised speech following the privilege speech of Boardmember Janet Gavina (Panabo City) who came to the defense of her son new PCL president Janrey Gavina two sessions ago.

The elder Gavina made potshots hitting and questioning what Dujali had uttered in his first privilege speech which raised “envelopmental politics” following the defeat of reelectionist ex-PCL president Larry Caminero of Kapalong at the hands of the young Gavina of Panabo City.

Sketchy reports said that the alleged vote-buying of several targeted councilors took place at Room 17 of Lakan’s Place Hotel in Tagum City, although separate sketchy reports said that there were “many bagmen” among the Lakas-Kampi-CMD councilors who allegedly bought many Liberal Party councilors.

Dujali in his speech said that unknown LP councilors who had the majority of numbers in the province’s 116 councilors “betrayed Caminero” and also indirectly Governor Rodolfo del Rosario, the LP provincial chairman.

The Gavinas belonged to the Lakas-Kampi-CMD party, which is chaired in the province by District 2 Congressman Anton Lagdameo. 

The young Gavina denied he engaged in vote-buying of councilor to win and get his post as the new PCL president and ex-officio member to the SP.

A source said however that Dujali cave in to the pressures of his friends.

The two Gavinas were present during last Monday’s session.

During the preliminaries in last Monday’s session, SP secretary Dennis Dean Castillo during the call for privilege hour asked if there was anybody who would avail for a privilege speech.

After a pause, at exactly 2:20, flooleader Daniel Lu replied to Castillo there was none.

Vice Governor Victorio “Baby” Suaybaguio Jr, who was already presiding, then informed the body that he just reassumed his post with the arrival of Gov. Rodolfo del Rosario, and particularly thanked senior Boardmember Shirley Belen Aala and the rest in the legislative body for steering well the SP during his absence when he served as the acting governor.

Suaybaguio acted as the governor in view of the travel of the governor to California to visit his son District 1 Congressman Anthony del Rosario, whom recent reports said is already on his way out from his chemotherapy treatment by Standford Cancer Center earlier than the six-month timeframe required for the treatment to his hodgkin lymphoma cancer.(RUN/cha monforte)
