Miluwat gahapong adlawa si Davao del Norte Governor Rodolfo del Rosario nga “personal” niyang giduso ang gideklarar nga kandidatura pagka-Presidente ni Dept. of Public Works and Highways Secretary Hermogenes Ebdane sa rason nga siya ang “tamang tawo” nga may “igong katakus” sa pagsulbad sa kasamtangang krisis sa nasud tungod sa miaging bagyong “Ondoy” ug “Pepeng”.
Atubangan sa mga reporter didto sa Bulwagan ng Kapitolyo sa Mankilam, Tagum City, ang gobernador miluwat nga siya “nagasugyot” ngadto sa liderato nasyunal sa Lakas-Kampi-CMD sa pagkonsiderar sa kandidatura ni Ebdane kinsa giingon niya nga maoy “man of the hour” nga kayang makasulbad sa kagrabe nga kadaut sa pagdagmal sa mga bag-ong miaging bagyo sa nasud.

Matud ni Del Rosario si Secretary Ebdane usa ka “builder” ug may igong eksperensya sa pagdala sa gobyerno kay usa kini ka enhenyero, Philippine Military Academy graduate, ug nahimo na kining sekretaryo sa National Defense ug hepe sa Philippine National Police.
“Sobra sa atong pangagpas, daghan pod ang iyang nahimong mga mega projects alang sa Mindanao sama sa Talaingod, Davao del Norte- Bukidnon road, Davao Oriental-Surigao coastal highway, Zamboanga peninsula road project ug uban pa,” matud pa sa gobernador.
Apan miingon si Del Rosario nga sa iyang pagsuporta sa kandidatura ni Ebdane wa nagpasabot nga “dili kwalpikado” ang unang naendorsar na sa national executive committee sa na merged nga Lakas-Kampi-CMD nga si Defense Secretary Gilbert “Gibo” Teodoro. “Gibo is definitely qualified (as a President)”.
Sa mao gihapong pakighinabi, ang gobernador kalit nga miingon siya ang “alleged provincial chairman” sa Lakas-Kampi-CMD bisag tuod siya usab miadmitar nga siya miyembro gihapon sa “Lakas original” nga diin miyembro si kanhi Presidente Fidel Ramos.
Hinoon, siya miingon nga isip gobernador “automatic” siyang mahimong provincial chairman sa Lakas-Kampi-CMD sa iyang pagtubag sa pangutana kung tinoud ba nga wa siyay appointment pa sa liderato nasyunal sa Lakas-Kampi-CMD.
Nahibal-an nga si 2nd District Congressman nagtakda sa mga miyembro sa Lakas ug Kampi sa pagparehistro ug usab sa na merged nga Lakas ug Kampi samtang wa kini koordinasyon sa gobernador, samtang si 1st District Congressman Arrel Olano giingon nga wa molihok sa pagparehistro ug usab sa nga miyembro sa Lakas ug Kampi alang sa na merged nga Lakas-Kampi-CMD party.
Apan mirason ang gobernador nga ang pagparehistro ug usab nagpasabot lamang nga gikan sa municipal level hantgud sa district level ang proseso nga gihimo sa Lakas-Kampi-CMD samtang siya “nagahulat” sa resulta niini isip chairman sa nahiusang partido sa administrasyon.
“Seguro si Cong. Lagdameo busy niini kay tungod siya first-termer man, samtang si Cong. Olano wa ma-busy kay last-termer man,” sulti pa sa gobernador sa eninglish.
Apan sa giluwatang anunsyo sa pagsuporta sa gobernador ngadto kang Ebdane mihatag gihapon ug espekulasyon ug kalibog sa mga nagaobserbar sa politika sa probinsya nga matud pa posible nga moabak na gikan sa administrasyon si Del Rosario, samtang ang iyang anak nga si kanhi Vice Gov. Anthony Rafael aktibong nagakumpanya ug suporta alang sa deklaradong kandidatura pagka-Presidente ni Senador Noynoy Aquino sa Liberal Party.

Scuds for DavNor SP

It seems that the City Council has been sending scuds to the hall of Davao del Norte SP. Last month there was a city ordinance that Tagum’s old political turk Tony Lagunzad detonated for being “vague”.

It was about an NFA lot subjected to a spot zoning and reclassification from agricultural to residential land use. It triggered a verbal ruckus at the SP, and so sooner it blew over to the face of Lagunzad, who was left out in the cold as the inquisitive Boardmember Ely Dacalus abandoned him and joined with the rest present in approving the measure. In the end, Lagunzad abstained. He was so lonely- home alone.

Such verbal wrangling inside the SP of Lakas/Kampi partymates is a portent of things to come even while the Great Tug of War across all DavNor SPs and SBs was not yet evidently coming unlike now after the Cong. Anton’s little subterfuge in the 1st District last week. Maybe there’s already backroom talk in the DavNor SP that Gob. Dolfo and his “eyes and ears” inside the Capitol, chief of all is his politically nosey administrator, have to better watch out.

BM Roger Israel murmured during the verbal tussle between BM Larry Caminero and BM Pol Monteroso over BM “Joe” Federiso’s landmark ordinance on participatory governance three months ago that he was not joining in the fray “kay mahadlok ko makasala”, obviously referring to a political wrath of Gob. Dolfo. “Seguro sa 2009 na,” Israel, the non-Dick, muttered.

Now the scud of the Purok Ordinance stirred the SP anew after it was left to gather dust in one of the SP drawers when it was first quelled from detonating last February. It is over 7 months now when the measure is intentionally- obviously- left to sleep lying on the table. It was not really shelved after Atty. Pasamonte struck the Purok Ordinance down as “legally infirmed” and following the city council resolution asking for its reconsideration.

But after that, nothing was heard, until the SP’s committee of laws chaired by BM Artemio San Juan dropped it like a hot potato to the committee of government and non-government organizations chaired by BM Caminero.

It was not in the dream of BM Caminero that one day he would be presiding a committee hearing attended by lawyers locking their horns over a measure suspected to be politically motivated like the Purok Ordinance and Suaybaguio’s Anti- Urban Poor Ordinance. Such first scud already landed hard on the lap of BM Caminero last Tuesday.

Now, the jaded political observers said that once the Purok Ordinance is enshrined, automatically Yayong Gementiza is emptied of his purok mass base, and if Suaybaguio’s ordinance becomes a reverse landmark piece of legislation, Cong. Arrel Olano, who has no other choice but to run for mayor for a dignified run or retirement, is also emptied of his urban poor mass base. These, while Mayor Rey “Cee O” Uy has his barangay mass base broadened by the mass bases of his most potential contenders in a three-corner mayoral figh by 2010. What a nosey guess of these jaded observers.

It would seem now that these scuds of what they say as “political legislations” are turning out to be seeds of discord between the City Hall and Capitol. The city council might be launching more scuds like rains before 2010, pundits just guess more.

BLOGBUZZ: No mea culpa. I used the word summon in ordinary way, most synonymous to call, and not within the legalese world and word. Well, Comval Boardmember Ruwel Peter Gonzaga last Wednesday delivered his privilege speech to clarify Sidlak’s banner news story on Tuesday about the SP’s plan of summoning (or calling) ex-Gob. Joecab to shed light on the ZTE deal in Diwalwal. He said Sidlak news and Joecab’s reactions were premature as the SP and its environment commitee would still act on the matter. But obvously, from our vantage point, there was already such agreement for a legislative probe, only that it was referred to a committee for final recommendation. The word summon I used was meant for the ordinary and not as a legal parlance… It should be UM Tagum College, and not UM Tagum City which I used in my series of reportage on the city’s own sex scandal. My mea culpa…. I went inside the campus the other day to coordinate for the Rural Urban News policy presentation and press forum next week. NEWS: ON Cha-Cha for federalism: Cong. Anton wants to consult constituents first; Way Kurat evasive, Olaño, Amatong mum on the issue

Davao del Norte 2nd District Congressman Anton Lagdameo wants to consult his constituents first for his official stand on the proposed charter change (Cha-Cha) via a constituent assembly (Con-Ass) that will be convened to adopt a federal system of government in the country.

But in his personal opinion and if the constitutional amendment will push through should the people so desire, it is best that this will be made through a constituent assembly that is speedy and inexpensive¸ Cong. Lagdameo stated in a text message reply to a text query posed by the press on Thursday.

Here is Lagdameo’s full text: “Bilang representante ng mga taga Davao del Norte sa Kongreso, kailangang konsultahin ko muna kung ano ang nasa puso nila sa usaping ito. Ngunit sa aking personal na opinyon, kung sakali mang matutuloy ang pag-amyenda sa Konstitusyon, ito ay pinakamainam na gawin sa pamamaraang constituent assembly. Ito ay upang mapabilis at maging matipid sa gastos.”

Third-termer 1st District Manuel “Way Kurat” Zamora, on the other hand, appears to be evasive into responding to the Con-Ass for federal issue replying only that he has already a position that he can write.

Similar text query was sent to Davao del Norte 1st District Cong. Arrel Olaño and Comval 2nd District Cong. Rommel “Bobong” Amatong but as of 6:00 P.M. Thursday did not receive a reply.

The charter change proposal sparked by Malacanang’s support for Senate Joint Resolution No. 10 has drawn mixed reactions from both the administration and opposition senators and congressmen even as several of them crossed party lines in giving similar reactions.

The resolution principally authored by Minority Leader Aquilino Pimentel called for the creation of 11 federal states through a constituent assembly. It was signed in April by 12 senators

Talk of amending the Constitution emerged after the government secretly hammered out last month a Memorandum of Agreement with the Moro Islamic Liberation Front (MILF) on ending four decades of fighting in Mindanao that has claimed more than 120,000 lives and displaced 2 million.

The Supreme Court put the brakes on the signing of the MoA in Malaysia on Aug. 5 after local executives got temporary restraining order in protest to the inclusion without consultations of their barangays (villages) in an expanded Bangsamoro homeland.

But the signatories in Senate are now re-thinking their position as most of the senators are opposed to change the Constitution before 2010. Senator Panfilo Lacson has so far withdrawn his support to Senate Resolution 10.

Presidentiables from the senators have all but slammed the Arroyo administration for its renewed bid for Charter change. They included Sen. Manny Villar (Nationalista Party), Sen. Manuel Roxas II (Liberal Party), Sen. Loren Legarda and Sen. Francis Escudero, both of the Nationalist People’s Coalition (NPC) and Sen. Richard Gordon. .

Even administration senators have crossed party lines to reject Malacañang’s insistence to put in place Cha-cha before the 2010 elections as they are unconvinced over claims that the sudden proposal by the Executive on the matter is aimed at bringing peace in Mindanao.

Palace allies in the upper chamber, Senators Juan Miguel Zubiri and Joker Arroyo, stood opposed to tinkering with the 1987 Constitution at this time, even if the Executive itself is calling for it.

In Davao City, Press Secretary Jesus Dureza dared yesterday the senators who signed the Senate resolution to defend the measure.

“They should stand firmly on their reform agenda on the creation of federal states,” he told the members of the Bishops Ulama Conference at a meeting Wednesday at the Waterfront Insular Hotel Davao.

“I was surprised by their (the senators’) reaction but at the same time I was also expecting it,” Dureza said of the senators’ displeasure at Mrs. Arroyo’s expression of support for the resolution.

“How can there be term extension when there is nothing in it that says about it?” he asked. “There is nothing in the resolution that says about term extension. So, how can that benefit the President?”

Saying it should be best left to the people to decide on whether the 1987 Constitution should be revised, amended or otherwise, Speaker Prospero Nograles said he will be issuing a directive to all members of the House of Representatives to get back to their respective districts next week and meet their constituents.

Nograles said that he will ask the lawmakers for an accurate report on whether or not the people want change in the Constitution.

“I want feedback on the ground…It is the people that should decide on the issue, not us the leaders,” Nograles said.

While results of an informal survey of the lawmakers in the House of Representatives showed that 118 out of 129 who signed the form are in favor of the Charter Change, Nograles said that the survey is just the view or opinion of the solons but not the people.

According to Nograles, the issue of Charter Change is very divisive as this requires intense debate in the Congress.

Nograles said he himself will go to his district, Davao City, to convene all the barangay leaders and ask them what is there feeling about the proposal. (Cha Monforte/Rural Urban News) http://ruralurbanews.blogspot.com with various reports
